On October 22, 2008, OSHA formally advised that it is reopening the regulation governing how close
a worker may get to an energised electric circuit. While the regulation at issue currently remains in the
rulemaking process, the end result may be to increase the minimum distance that workers must
maintain from these circuits.
The current rulemaking process may revise a rule initially proposed in 2005 that set general industry
and construction standards for electric power generation, transmission and distribution work. The
proposed regulatory change would revise the minimum approach distances ("MAD"), including MAD
Tables, that are applied to determin the appropriate distance a worker (or conductive object which the
worker is touching) can get to an energised circuit.
With the rulemaking record on the proposal closed, the OSHA technical committee responsible for
developing the MAD tables will likely issue a revised regulation setting forth minimum approach
distances at some point in 2009.
